Pedro Redding was charged with murder, conspiracy and weapons charges in the killing of a transgender woman in Philadelphia, but police stopped short of calling it a hate crime.
Kiesha Jenkins, a Black transgender woman and college student, was fatally shot, making her the 21st transgender woman killed this year.
