Sadly, Philadelphia has the distinction of putting people on probation LONGER than their actual sentence was. It is not uncommon for someone to be sentenced to two years in jail and receive ten years probation. That was not a typo–10 YEARS. This new bill will require the PA Commission on Sentencing to adopt guidelines for guaranteed responses for “tech violations.” It will require that County Courts all follow these guidelines. So what is a “tech violation?” It’s anything that judge says it is; and that’s the problem. The judge can you throw you back in jail on a “tech violation” because they don’t like the clothes you showed up to court in, because you were late to court, etc.
